    Title: a non flagged player can't throw snowballs or eggs at a flagged player

    Details: Starting this release throwing snowballs and confetti eggs does not require players to be flagged pvp. As a non-flagged player I am able to throw them at other non-flagged players but not at flagged players. Note that flagged players CAN throw them at non-flagged players. This was discovered when I tried to throw a snowball at Coswald Dirthmire on his stream so credit to him for helping find and test this.

    Steps to Reproduce: Make sure you are not flagged for pvp. Run up to a player that is flagged, target them then click the snowball and confetti egg on your non combat bar. It will not do anything.
